Now that both datafile formats and network protocol for freeciv-3.3 have been frozen, we've released third alpha for it.
3.3.0-alpha3 is commit e5df4eaafcfd6d227d9c5d97034350a20f3dc1da in freeciv git repository.
All light weight release build artifacts are available from https://files.freeciv.org/alpha/S3_3-alpha3/
Ones marked "in progress" are not yet available at the time of writing, but should be in a couple of hours.
