Windows Installer test builds (freeciv-3.4 / msys2 / meson)

This thread is about freeciv-3.4 msys2 based Windows Installer development builds made using official meson build system.

3.4 development builds are those with version number 3.3.9x, in later phase 3.4.0.

Change log since previous snapshot build: gitlog-fbf34300c6..d22a8a252d.log (In this case "previous" build means last freeciv-3.3 build that was made when it was still the main branch; 3.2.92.7-dev-241219)

- Built against msys2 environment 250216 (Updated since previous snapshot)
