Publishing FreeCiv screenshots

Is it allowed to publish screenshots from the game in web? I think if there is GPL licence, then it is allowed.

It's fine, if it falls under Fair Use: https://copyrightalliance.org/faqs/what-is-fair-use/ , or if the work containing the screenshots also is GPL licensed (so you can't compile proprietary animations out of the screenshots)
