Would it be possible to move a lot of the info contained in the effects file to say the buildings or government ruleset file ? And perhaps set everything out more clearly ? I mean as it stands it's quite difficult to understand exactly what is possible/not possible with modding the effects file, you...

So I saw an article with a screenshot of what I think is freeciv http://media.pcgamer.com/files/2013/05/freeciv-1.png I was wondering how to get the map to be displayed as hexes like that instead of being displayed in rectangles (and just having some movements disabled/requiring two moves to get to) ?
