[Lua Feature] Function to retrieve Policy/Multiplier values

I think it would be super useful to have a way to retrieve the values of "policies" (the `[multiplier_*]`), so we can expand the utility of this feature.
Example:
get_policy(player, "policy_01")
Example:
get_policy(player, "policy_01")
