Is it possible to make a civ 4 ruleset?

I love civ 4 but hate the graphics; I much prefer 2d sprites.

Are these following things possible to implement in freeciv?

Cottages
Improvements that make commerce and increase their commerce rate over time as they are being worked. Even if you don't have to work them necessarily to develop them. I much prefer roads being used as actual roads than being spammed everywhere.

Making an improvement is easy, just have to program the improvement to increase commerce depending on how many turns it has been in the game.

Pop rushing and slavery
A slave unit that costs population but converts into production would suffice. I know this is easy to program, but it would need to be balanced with the caravan, and be made less useful over time with industrialization. The migrant unit already can do this really.

City maintenance system
I know the corruption mechanic is supposed to take care of this in theory, but in practice you can still claim land that you can use later at no cost. In Civ 4s system you can actually go bankrupt from over expanding without a plan. It would be nice if somehow a gold fee can be implemented for cities based on how many you have, or city distances from a capital. I don't like how most of the land grab in my games happen before 100AD.

Great people
A mechanic to collect great people points can be nice but honestly I don't care too much for this.
