New cursor would be needed when one is choosing target tile for the new Teleport action. The action works a lot like existing Paradrop, and it's likely to be first used to implement (in custom rulesets, at least) Aircraft Relocation command.

Here is a cursor .png with a portal type cursor (last column) that could be used? Or did you have something else in mind? I got the portal art from here:https://opengameart.org/content/animate ... l-variants and just resized it to fit.
