Towards 2.6.9

To provide also freeciv-2.6 msys2 Windows builds users installer that will uninstall cleanly when the time comes ( osdn #4769 ), we will soon release 2.6.9.
Current estimate is that it comes two weeks after 3.0.7 release (assuming that testing does not reveal critical issues, we will release 3.0.7 this weekend)
