I cannot steal a technology

I am in war with another nation and I want to steal a technology from this nation. Thus, I use a diplomat but when this one enter in a city from this nation, I cannot in the suggested menu to steal a tecnology. Why ?

Which client? Which Freeciv version? Which ruleset?
Do you have a savegame from which one can reproduce the problem? (Easiest way to figure situation out would probably be that I check such a savegame)

You can't steal technology because:
1. Unit Issue: Only spies (not diplomats) can steal tech in some games.
2. City Protection: Martial Law or courthouses can block theft.
3. Peace/Alliance: Diplomatic agreements may prevent hostile actions.
4. Game Rules: Some mods/settings disable tech theft.
Try using a spy or target a less protected city.
