Secreat organizations & handicap

Secreat organizations & handicap

I think, there is place to add some more diplomacy.

Add handicap to game. Handicap is a way you can ask secret organization for help. Each player can ask secret organization for help, such like creating unit. Coins for secret organization help is debut, so you take a loan. And of course, each turn loan will grow by some percent. We can do mission for secret organization (other player will ask secret organization to open mission by taking a loan and other can realize mission, so mission winner's loan will decrease, but by smaller value than asking secret organization for pin mission on one's mission board).

But... Why that. There is reason - new way to achieve victory: diplomatic victory. Player, who have smallest loan, will won (after some turns form game begin). And... Player could ask other player to remove some amount of one's loan, but each other player must agree. And - players can trade loan in diplomacy tab.

Maybe further improve it? What about disable some service's option (of secret organization), depending on our distance in loan from player with smaller loan. For example - taking gold loan could been disabled if we had 1000 handicap points after player, which smallest amount of handicap points?

This will make game better, especially in asking unknown player to do a mission - mission creator also will be unknown for other players. We may asks to conquer some city or raze it (if somebody implement such option), sabotage city's production, etc.
