hi guys

both me and the enemy AI has fundamentalist government. but my diplomat has no option of 'inciting revolt'.

why could that be? we are at peace and there is an enemy diplomat inside the city. there is also a foreign allied trireme inside the city.

i checked and the city has palace so maybe i can't incite revolt in a capital city.

also i think i can't incite revolt on an allied city? is that right?

i know that cities of democratic government can't be bribed to incite revolt. what are other types of governments that i can't incite revolt also?

Help -> City Improvements -> Palace: "* Makes it impossible to do the action 'Incite a Revolt' to its city."
