Question about installing version 3.0.0

Recently released stable version 3.0.0.
I have Linux Mint and I want to install this update, I downloaded the file from the official site, read the instructions and did not understand anything(
Please tell me the instructions for the beginner, that is, point by point, thanks in advance))

So I presume you have the source code of freeciv, and you would need to build freeciv yourself from that. Here's a thread about a script that might help you: http://forum.freeciv.org/f/viewtopic.php?f=8&t=89944 Which version of Mint you have (20.3 seems to be the latest) ? I could update that script to work with that version of Mint.

It's based on Ubuntu-18.04 script, with support for building freeciv-3.0 series added.
I downloaded, but there is one document with some formulas that I did not understand.
What does this file do and why is it needed?
