Hello i need help with controling governor in the classic ruleset.

What do you need help with? If you are new to Freeciv you should start with assigning tiles manually. When you have a solid grasp of this you can start using the governor to assign tiles according to how you would have done it manually.

Okay I don't know how to conquer city even if i have 3-5 units in cities (i have3-5) i send units on enemy city but they defend it everytime i attack.

Are you paying attention to attack and defence values of units?

Ok it's better but now i need help with governor because i don't know how to control him.
