I am playing 3.0.0-beta3
I cant transform squares.
I want to transform desert into plains.
I have engineers and I am on a square adjacent to plains
I have tried a number of squares.

Any ideas

Assuming civ2civ3 ruleset (the default in 3.0), Help -> Units -> Engineers say: "With knowledge of Fusion Power, Engineers may also perform more radical terrain transformations than Workers, Settlers, or Migrants, with the "transform" order."

Do you know Fusion Power?

Nope.
That is much later than I used to be able to transform.
