Civ2civ3 in 3.1: should we make it closer to Civilization III?

Mostly, I mean the fortifying rules. In civ1 and civ2 rulesets we now can reflect commercial games behaviour:

- Unit in an unwalled city must fortify to get the 1.5x bonus;
- Unit in a walled city gets 3x bonus from walls but no fortifying bonus;
- Fortress also overrides fortifying bonus.
