Low Fuel Indicator MIA?

The low fuel indicator doesn't seem to be appearing in 2.5.4 or 2.6 Ar32928 (GTK2.0 in both cases, did not check QT). It does not appear the turn before crashing, isn't this when it's supposed to appear to the unit owner, so you know to send it to a city or carrier?
