Cannot Build Cities

I'm playing as England with 14 other AI players and the Default Ruleset. The year is 150 BCE and I can't seem to be able to build new cities. I can open menus and do everything else just fine, but nothing happens when I order my settler to make a new city. Is there some hidden city cap that I'm missing? And should it really have been hit this early in the game?
EDIT: Reloading the save seems to fix this.
