How comes sometimes I can and sometimes I can't ? Are certaine nations immune to bribery ? Does it pertain to some state of the game ? To their development level ? To some wonder ?

Edit : I see that this nation is a Democracy. Is that this that makes them exempt of bribery ?

In standard rulesets, yes. See Inline help (Help-menu -> Government -> Democracy)
