Eliminate Screen Referesh

When changing production. if possible eliminate the city tabs and get everything on one screen.
resize the window, your windowmanager will remmeber the size for next spawn
I dont recall i had to switch tabs often, only gripe I had is that I sometimes mixed up the production tab with the city building/achievements tab
