Can someone tell me how to upgrade the default3 ruleset to version 2.5 and up of Freeciv?
"Classic" doesn't do much for me and "Civ2Civ3" doesn't click with me either.

Yes. Our wiki has a guide on updating from 2.4 to 2.5 and from 2.5 to 2.6.
