2.5 datafile formats have been frozen

Freeciv-2.5 datafile format has been frozen. That is: rulesets/tilesets/scenarios/soundsets made compatible with 2.5 development revisions later, and including, 24584 will be compatible with final 2.5.0 release, and all 2.5.x releases.

- Stub ruleset 2.5-0 is available from http://www.cazfi.net/freeciv/rulesets.html#stub
- Modpack installer, which now comes under gui-specific name; one of freeciv-mp-gtk2, freeciv-mp-gtk3, or freeciv-mp-qt, now gets modpack list from official 2.5 URL, and installs thems to 2.5 directory. There's already four modpacks available: alien ruleset, amplio tileset, freesounds tileset, and GM1530 scenarioset
