Hello,

I've noticed that AI never improves terrain around its cities. I play Freeciv 2.4.1 with civ2 ruleset. Is it a bug or AI does improve terrain in other rulesets? I haven't tried these.

The AI certainly does improve terrain in rulesets like 'default' and 'civ2civ3'.

I wonder if it's got into the habit of reserving Settlers for building cities and assuming the existence of a Worker unit to improve terrain, or something like that.
