Global warming and sinking of cities

Shoudn't cities sink with global warming? It looks odd at a later stage of the game when even small cities on lower terrian levels survive the flooding. A dam structure could antagonise this effect giving each player a fair chance?

It's about bad enough as is for my tastes. I once tried to convert a "swamp was whale and is now city centre" back to "whale" and city centre, but that's not supported. Or did you mean sink as in "lost city" :?:
