Where do I get Experimental Ruleset modpack?

Hello.
I have a game that I started on freeciv 3.0 that I would like to continue playing on 3.1.
The release notes say:

Experimental ruleset is no longer part of the main freeciv distribution. It's still available with modpack installer

Where do I get it? And how do I install it. At the moment I use the Gtk Client on Windows.

Modpack installer tool comes with freeciv. See the freeciv folder.

Thanks a lot. I always thought freeciv-mp would be freeciv multi player.
