I'm running Freeciv 3.1.1.1, single player, using the qt client on Fedora Linux.
I searched the bug reporting db, and a list of known issues on github, so I'm wondering if I'm doing something wrong.
* I've tried inciting revolts against various enemies, using spies and diplomats. When I try to enter the city an options pop-up comes up list invite revolt, investigate city, etc. Click on incite revolt closes the pop-up, and opens another with the same options. This can be repeated indefinitely.
* The build fortification options for workers / engineers seems to be missing. I tried hitting "F", and pulling down the Unit and Work menu. No luck.

It's in Combat menu, and key shortcut is Shift+F (so plain F always, no matter the unit, stands for Fortify)
