Windows Installer test builds (freeciv-3.3 / msys2 / autotools)

This thread is about freeciv-3.3 msys2 based Windows Installer development builds made using autotools. We are moving from autotools to meson as the primary build environment, but at the moment autotools builds work better in some things.

3.3 development builds are those with version number 3.2.9x, in later phase 3.3.0.
