The 3x movement on rivers AND free passage through forests and jungles always seemed wrong for me. This is why I set river movement to 1 in Sim ruleset (instead of default 1/3 in standard rulesets). I left the unobstructed passage through rough terrain, though.

Yes. I do my list eventually changes to more dynamic battles and realistic battlefield. So rivers moves 1 = 1. Defence bonus over river. Maybe watermill when city on hill. And no river units, eventually caravel.
