Hello, I am wondering whether its possible without needing to request a custom effect be made to use lua or something to adequately replicate the government effect of civ1/civ2 despotism unit support.
In these games, under despotism (and anarchy) each city could support for free up to the city size of that city in number of units rather than just 3 like communism and monarchy. So a city size of 8 could support 8 units while a city size of 1 could only support 1, meaning that if 4 units have it as their home city the city needs to pay 3 shields in unit support and so on.

Yes, just we define like 24 effects to +1 Unit_Upkeep_Free_Per_City. In some rulesets, food upkeep is defined like this.

Starting with this (incorrect) comment, this subject was discussed in some following posts up to and including this conclusion.
Not sure about ignatus's comment of 24 - this may be coming in a maintenance release. 19 may have been a bit light, 24 would cover all reasonable sizes.
