Is there data about probabilities for non-standard diplomatic attacks?

Freeciv Wiki explicitly says that "diplchance" number does not apply for poisoning city action. But there is no other mention of those probabilities anywhere. Also, I've been told that probability for targeted tech steal is diplchance*diplchance, but, again, there is no record about it in any help. There is also the probability for targeted sabotage (which is PROBABLY different from non-targeted) and unit sabotage, which are all different from "diplchance".

So, does anyone know how to find these numbers?

Poison City used to always success (civ2 compatibility, I guess). Nowadays it's under ruleset control whether diplchance is applied or not. See actions.diplchance_initial_odds.
Buildings have "sabotage" field telling how easy it's to sabotage them.

Other details I don't remember offhand.

Yes, diplchance is a server/ruleset setting, but I'm not seeing any distinction between Poison City and other actions. I'm not seeing any mention of "poison" anywhere in the ruleset.
