Why is it that a worker's upkeep sometimes costs 2 golds ?

civ2civ3 ruleset, federation.

It would seem that it starts with the second worker in a city, but surely there is a more precise rule ?

Reading the ruleset, gold upkeep is always x2 under Federation. I don't see any effect to give free gold upkeep under Federation (to pay half of the first unit's upkeep)

I still don't know any better, but here is an illustration. Both workers are on the same tile and 2 "walking turns" away from their home city. I don't know how old they are. Year is 1000 CE, turn is 151.

Do you happen to have King Richard's Crusade? It seem to forgive 2 Gold Upkeep per city, i.e., that of the first worker.

Does the presence of King Richard's Crusade in the civ2civ3 ruleset forgive 2 gold upkeep per city, specifically for the first worker?
