Source code is available on old freeciv series page. Compiled Windows packages aren't available yet, but should follow shortly; we'll post again here when they turn up.

In freeciv-2.6, msys2 based Windows installers are experimental. Those installers for 2.6.9 are now available from https://files.freeciv.org/packages/wind ... ses/2.6.9/
