One notable thing you can see by selecting "Component" tab from https://osdn.net/projects/freeciv/ticket/milestone/4033 is that 10 of them are for the AI. In addition to number of these fixes being unusually large, some of them are quite fundamental (i.e., they are expected to make a noticeable difference, not being limited to AI behavior in some esoteric corner-case)

As 99 tickets towards 3.0.8 have been resolved, initial draft of the NEWS-3.0.8 has been created, listing the content that's already in.
