In civ 6 power plant increases some buildings output, such like laboratory (but only factory). It also increase output of buildings generating happiness.
My suggestion is to add special production target, which will be available only in cities with power plant: produce special goods. When this target is selected, temple generates more luxury, laboratory gives more science bonus, etc, or/and luxury is produced.
Why? Because there could been case, when city cannot produce anything, but coinage or units. This mode do not produce coinage, but gives boost to buildings and happiness

If course, goods are produced in factory, but factory is prerequirse of power plant and factory needs energy to produce some goods.
