Towards 2.6.8

As speculated in viewtopic.php?t=93304 , there's going to be a freeciv-2.6.8 release.
The main reason is to make 2.6 series compatible with more modern systems (can be compiled without warnings with gcc-13 and clang-16, is C23 compatible, works well together with latest libcurl)
Another theme since 2.6.7 have been stability and security improvements affecting especially Windows version in the low level freeciv code.
And as usual, there's a bunch of misc fixes everywhere.
