New multipliers proposal

I propose two new multipliers:
1. Brutality of the war
Increase combat strength, but generate additional unhappiness and causes more pop loss and building loss, when attacking enemy cities
2. War tactics
Decrease attack strength period, so if higher, we got less (standard_damage-x;standard_damage+x), where x is period. When set to 0, unit take exactly given amount of damage to victim. The value (x) is reduced, so always: x < standard_damage . It could be helpful to strength weak attack of some unit, but unit may be loss or take less damage than we except. Introduces this multiplier need game engine changes, probably.
