Naval bases

There is Fortress for land units, and Airbase for air units, but there is nothing equivalent for sea units. Why not? Should there be an option to build naval bases on coastal tiles? A naval base would be useful for refueling and repairing ships, especially in regions that lack suitable locations to establish new port cities (e.g. in polar regions, or on small islands that are too close to an existing city ["citymindist"]).

It would be useful to have a base that could be built outside of your borders, have a small amount of territory control, and give a healing bonus. I think that most of this could be done with ruleset changes.

Buoys had that in some rulesets, except the healing bonus. The territory control (of its own tile) was there only because that was the only way to specify who it gives vision to. As we now have base ownership separate from territory ownership, the territory control part of buoys has been dropped in latest versions.

The base would be used for situations like Guam, where there is a major military base, for both ships and land units, but no real city to speak of.

Or like Diego Garcia, or like Akrotiri and Dhekelia.
