Proposed updates to european.ruleset

Hi,
I've updated a bit the european.ruleset to make it more consistent with the contemporary Union :
* added recent and current leaders
* removed Britain from "civil war nations" (kept it as a potential foe, though)
* added Croatia in both (a member state for nine years already)
I don't know how to propose this revised file for inclusion in the released version. If anyone knows, please feel free to use the present attachment.
