flag doesn't load

i don't really know if this thread could go to the "art and tilesets" board, but well
i tried to make a custom nation, you can see the ruleset on the attached files, i wrote the ruleset on notepad++, using for template the indonesia ruleset, i also added the respective code to every misc/ruleset file for the nation to work on game, the files i have modified are:
-nationlist.ruleset (also added a custom category, "custom", though it doesn't work in game, i don't care about it but if you know the solution somehow it would be good to say it
-flags.spec
-flags-large.spec
-shields.spec
-shields-large.spec
i also attached the shields and flags, i know that the shields don't have a transparent background, but i modified them in mspaint, and i think the game just sees the shield part, so i had no worries
i tried asking for help on the discord server too (league of civs, for any of you that doesn't know, https://discord.gg/CCkJSh3ecf) but (by the time i am writing this) the conversation ended and it doesn't look like im gonna find a solution, so i decided to make a thread, where it can be found 3 years later and i can have an answer (though i don't think i'll still be playing the game or connect in this forum by then lol), oh i forgot, this is where the conversation started, https://discord.com/channels/3887973669 ... 9421151323 (i asked help on how to fix an error that was popping up) and this is where i started asking help for the flag issue instead of the nation, https://discord.com/channels/3887973669 ... 1128516668
btw i added the extra-code and the files on alphabetical order (not this thread, the game)
i think that's all, anything i see probable for the malfunction of the flag will be written in this thread by editing it, if you know the origin of the issue write it on a reply, thanks for reading
