It's in v.3.1. It's not yet released but you can compile the sources from Github, it works.

https://github.com/freeciv/freeciv/tree/S3_1, dump the archive and unpack into a folder, then consult
https://freeciv.fandom.com/wiki/Install. (For sure, it requires server side installation, and all who play on this server need the same protocol version. If you just want to hide your IP now, use a proxy, though it may be frowned by someone.)

The options to get freeciv-3.1 development versions:
1) Building from sources directly from the git version control repository, like Ignatus said
2) Some people find it a bit easier to build from a release-like source tarball. Nightly generated freeciv-3.1 tarballs are at
https://files.freeciv.org/nightly/S3_1/tarballs/
3) Linux users can use our nightly flatpak builds. Freeciv-3.1 ones are at
https://files.freeciv.org/nightly/S3_1/flatpak/
4) Windows users can use snapshot builds I occasionally make. Freeciv-3.1 thread:
https://forum.freeciv.org/f/viewtopic.php?t=62654 - see the latest post
5) For Windows users, a bit more adventurous crosser-based builds are made nightly to
