priority builds:
- build barracks
- build phalanx and upgrade... (defense)
- build catapults and upgrade... (offense against cities)
- build diplomats

might just buy cities with diplomat.

Prepare your army:

Make sure you have enough troops to carry out an attack. Have a diverse army, including infantry, cavalry, artillery, and supporting units.
An army general with talents related to attacking can be useful.
Research Technology:

Be sure to develop technologies related to military units to keep your army strong and modern.
Access to more advanced units and equipment will give you an edge in battle.
Utilize support:

Enlist allies to support you in the war effort. A general war tax can help you and your allies deal with the enemy.
Choose the right time:

Avoid attacking early in the game when you still have few resources.
Find your opponents' vulnerable moments, such as the period after their wars or when they are busy fighting other opponents.
Develop infrastructure:

When attacking a city, make sure you have enough reinforcements and the ability to hold captured territories.
Build roads and railroads to move your troops quickly.
Use spies:

Spies can provide you with information about enemy cities and help you prepare for war.
Observe tactics:

Use cover, defensive bastions to reduce damage from enemy cities.
Focus on the most important targets, such as capitals, to weaken the enemy.
