Calvary won't attack enemy city

Hi guys.
I try to attack an enemy city using calvary but when I click Attack nothing happens.
Actually I tried attack with riflemen too but nothing.
My version is 3.0.0.
Any ideas? Thanks.

did you try moving your unit onto the enemy tile?
in 2.6 this is how I attack

yes i moved my unit next to enemy city then chose attack but does nothing.

i click on 'Attack' and nothing happens.
I inspected the city with diplomat and it has japanese triemes inside. I was told in discord I need to declare war on japanese also for me to attack the city. Let me try.
Yep declared war on japanese too and now i can attack the city.
