Proposed feature: Rename "Capture Fortress" actions as "Conquer Fortress"

osdn #43382: Targeted to freeciv-3.1: Some actions in supplied rulesets have visible name "Capture Fortress" and the like. A bit similar string in help system was recently found to cause confusion. Like we did with the help system string, rename the actions as "Conquer Fortress"
