Proposed feature: Documents path to default ruledit save path in Windows

osdn #43370: Targeted to freeciv-3.0 (3.0.0 or 3.0.1): Prefix 'ruledit-tmp' with Document directory path for the suggested ruledit ruleset saving directory. Current behavior is to have just the 'ruledit-tmp' there, and it's not too clear where it will then save the ruleset, when the program is launched, e.g., from the start menu (what is the current working directory).
