Proposed feature: Make MacOS CI build with --enable-debug

osdn #43360: Targeted to freeciv-3.1: Configure MacOS Continuous Integration test build with --enable-debug for it to error on warnings too. The downside is that it then no longer tests similar release type build that end-users will use.
