Proposed feature: Update Windows Server used in CI build testing to windows-2022

osdn #43363: Targeted to freeciv-3.1: Start making msys2 CI build tests with windows-2022 instead of windows-2019. It's more important to test against latest than older version, especially as we're talking about future (not present) freeciv releases.
