Proposed feature: Update MacOS used in CI build testing to macos-11

osdn #43361: Targeted to freeciv-3.1: Start making CI build tests with macos-11 instead of macos-10.15. It's more important to test against 11 than older 10.15, especially as we're talking about future (not present) freeciv releases.
