Proposed feature: Use --with-qt5 for CI jobs that need to build against Qt5

osdn #43347: Targeted to freeciv-3.1: Explicitly configure Continuous Integration jobs that should be built against Qt5 with --with-qt5 configure option. This way they won't care if the default is Qt5 or Qt6.
