Proposed bugfix: Prevent free government change after anarchy with revolentype "RandQuick"

osdn #4334: Targeted to freeciv-3.0.0: That one can change government for free during the turn revolution ends is exploitable when revolentype is "RandQuick". One can do a short anarchy, and then switch to a government, that would require longer anarchy, for free. Prevent that, like we already do for "Quickening"
