Proposed bugfix/feature: Make Antarctican nation to use antarctica_alt flag art as alt flag

osdn #43303: Targeted to freeciv-3.0.0: Make Antarctican nation to define currently unused antarctica_alt flag art as alternative flag. Running from the standard distribution where the primary flag is available this would make no difference.
