Proposed feature: Update crosser environment to version 2.2

osdn #43259: Targeted to freeciv-3.0: Update cross-compiling environment from Linux to Windows to version crosser-2.2 as soon as it's released. There's a build failure in crosser-2.1 itself (freeciv builds with existing crosser-2.1 installations work)
